Every community is different, though. For me, a place is good enough if it has at least one tech conference and an accelerator/incubator.

Many factors play into this, but I find the U.S. to be preferable for growing a startup due to its robust funding opportunities, large market size, and vibrant entrepreneurial ecosystem.
However, other countries like Canada and Germany also offer strong support systems and incentives for startups.
The land full of opportunities: India
I've heard that Estonia is great for startups because of their digital infrastructure and ease of doing business.
The USA seems like a solid choice, especially with all the tech hubs like Silicon Valley and Austin. Lots of opportunities and networking.
