No matter your marketing budget, it's always important to utilize free ways of getting your product noticed.
If the product is good enough, it will market itself.
The best places to do this are Reddit and Hacker News (in my opinion). Just don't spam; be genuine!
I'd recommend the subreddit /r/sideproject to start. People are very active there and give good feedback.
Hacker News is more competitive, but still very doable. Thousands of users hang out there every day.

In my experience, working with Twitter reporters has been effective. They often have a direct line to their audience and can amplify messages quickly. Engaging with them through meaningful conversations and sharing valuable insights can lead to better coverage and visibility for your project.

@a_momin999 On Twitter, directly through relevant hashtags. Also on thematic news websites like Crunchbase, where the authors’ credentials are often mentioned in the articles. Accordingly, you can find their Twitter profiles and start communication. The most important thing is to bring value to them and aim for open, long-term interactions.

While building, keep working on promoting it through organic growth(linkedin, X, Instagram) and divide your budget into multiple marketing options for paid options.
Organic content and word of-mouth! If your users are happy, they’ll talk positively about it, and you can’t put a price tag on that it’s priceless indeed!

My take is that the future in marketing & communication is Personalization. Can not see that we can continue to push everything to everyone and recievers expect more tailored communication.
