What is the future of EVs (electric vehicles) in developing countries?

That's a hard one, at this point I still think we are still some time off before they become something everyone would consider. The biggest hurdle is the infrastructure, developing nations already have shortages of just normal energy commodities. There would have to be a large investment in energy production and distribution for them to gain any ground, at least that's my opinion. Plus human priority is going to swing hard towards the food/shelter/quality of life areas before it goes anywhere near being a desired or affordable item by developing nation populations.

Yes, I totally agree with you that they have a shortage of resources. First, they need to develop the proper infrastructure.
