Is getting to know others on PH totally based on luck?

I'm new to PH and I've noticed that sometimes I'd see someone multiple times on multiple threads and sometimes I'd only see them once (and never again). Is getting to know others on PH reliant on bumping into them by chance (a few times) or is there a better way to get to know people?
