I really like short video recordings if I'm not meeting in person with them to give the feedback. Adds context and more of a personal touch.

Freelancers do not differ from other people. Be polite. Stick to sandwich feedback framework – what do you like, what can be done better, next steps with positive touch. Do it as sincere as you can. Don't just critisize, try to be helpful.
First of all, it's important to stay clear and objective: to start with positive aspects of their work. Acknowledge what they've done well before addressing areas for improvement. This helps maintain motivation and confidence.
