Digital Platforms "blocking" methodologies are worth it?

It's 2023 and still digital platforms don't have proper blocking methods based on my viewpoint.
For example, A certain leading forum across East & Central Africa and Swahili-speaking countries JamiiForums is using the term "Ignore" and still ignored users appear.
YouTube blocking methodology still recommends and shows videos from blocked accounts. While Twitter (X) shows the context and probably I can say it highlights the blocked accounts.
I always think that the concept behind the "Block" feature is to trigger someone's mind on certain accounts.
If you could change and shape the block feature across the digital and internet in general how would it function?
