Would you use a cloud cost optimisation tool for your startup or your existing company?

I would implement any cost-saving variables, that are feasible, at any stage of business, but especially at the development stage. It's far easier to implement best practices and standards initially than it is to go back and revamp everything once you have scaled the business.
