What would you do as a startup founder with limited budget? would you rather learn the skill and implement it or hire someone whose skilled enough to do it for you?

Learning new skills with QUALITY takes time. If you have time, well then yeah, you can learn it yourself but usually we've got a lot on our hands already.

I think it depends. If you don't have the time but have the budget to hire someone who can do it better than you, why not? But if you don't have the budget and have extra time, it is easier than ever to learn a new skill with all of the information available online.
Learning a skill is always beneficial but depends upon the requirement of the task, if it needs expertise in the particular area hiring someone well skilled is always an better option. If you have the leisure of time and the role/task permits a fresher you should learn it yourself
