Why most startup benefits available of funded startup & less value for bootstrapped startup?

Most of the benefits are available for funded startups only. They just add these criteria that these are benefits we are providing but only to the funded startup only. or startups having associations with some VCs only. Why ignorance for the bootstrapped startup? No value for Profit & self funded entity?
