Great question, often it depends on the product that the startup sells. If it's a technological product like software or a tool, the roles of CEO and CTO are essential. However, the role of the developer is often crucial as well. It's necessary to facilitate the work of the people in this role since without them, the product cannot be sold or created. Providing them with more benefits is important because they take risks just like the CEO and CTO.

POWER USERS!! I know you might be expecting CEO/CTO kind of answers - but honestly co-founders' should be equally important. Otherwise, co-founder issues might arise soon due to inequality. It's always easy to forget why we're starting. We want to help a certain group of people to do xyz, while it's easy for us to diverge our attention to build something 'we want' instead. Startup founders are more like scientists who build things people need, instead of Youtubers, who often excel in making unique content they personally love. Startups should build around users, especially a few power users in the early stage. Power users will be the guiding light for your whole direction. Do tailor features they urge for - it usually pave the way to early success.
