it's depends on the startup and it's phase. Early bootstrapped will mostly stick with friends and any kind of cold outreach. If startup found PMF and want to scale fast and have money in the bank than ads. Product Hunt will be somewhere in the middle - you need to have a high quality product, but you don't required to have big amount of cache, as for Ads.

@kgrebenjukov yes its like, the lead generation and outreach is a continuous process in my opinion. Based on the ICP ( ideal client profile ) The outreach could be done in a less cost way by choosing a channel and method and keep the sales running. I believe Selling via channels is not luck, its about reaching right audience who seek the product or service..
