Which country has the best developers (from ROI point of view)?

Question

Always in a dilemma to hire good developers but then there is cost as well if you are small company.
Wondering where does sweet spot lies?
For instance, I hire developers from India, but find good ones is a bit difficult but ROI wise they are superb.
I hire in US (Oklahoma), they are better but the costs are too high.

What do you guys think?
