What would be the ideal work location policy for young companies?

We're a 25ish member company and are 2+ years young. Although our team is distributed in multiple cities, we have a hybrid work policy. I'm interested to know what other young companies are following. Also do you think this decision should be different for teams (Sales/Engineering) as well?
