What all matters: Is it the sleek design, the use case the product solves, or the potential it holds?

No absolute answer to this. It's more of a feel I get from the product which leads me to taking a decision to upvote it or not.
However I do give a decent weightage to the problem being solved.

I typically look at the idea behind the product, the themes, and the problems that the system aims to address. After that, I explore the website a bit, and then I decide whether to upvote or not.

2) How is their approach or execution of the product?
3) Personal preference: I love communities so I prefer community-centric products.
