Upvotes Removed?

After launching we were hit up by several promotion agencies about spreading the word. We went ahead and retained one to promote the launch. We assumed PH encourages promotion of the launch? We had a bunch of UpVotes removed from their efforts. Not sure why. We were told by the agency these were upvotes from real people and not bots. It's hard to know what promotional channels are best. PH charges $5,000 to advertise a launch. We assume Upvotes from those clicks would not be removed, or would they?
