Two names under the launched products: How do they get there.

When checking the launched products, you can see two names under most products with a description like "x and 3 others you follow upvoted this post" With the second name, the person's comment is shown. Now, my question is: 1-How come among so many likes and comments those two get there? is it because they commented and liked first? 2- When certain names keep reappearing there, should I connect with them and ask them support my product?
