Screened 8,000 CVs, only 1.5% matched. How can job seekers improve CVs for better job matching?

In the past 30 days, I screened approximately 8,000 CVs for multiple roles, and only about 1.5% matched all the criteria. Interestingly, 10% of the CVs didn't meet the criteria but were promising—they just lacked the right keywords. We are still processing for a very few niche positions and have hired 5 candidates already. I’m curious to hear your thoughts: why do you think there's such a significant gap in CV creation? How can job seekers improve their CVs to better reflect their skills and experiences?
