Peer reviews for a coworker you don’t know that well?

I’m curious if anyone else has run into this situation where you have to write peer review (performance review) for a coworker you don’t know that well?
I wrote a short blog about it, but want to know what you all think are some good tips! Do you agree with these or have other to add?
TL/DR:
1. Start with Positive Observations
2. Highlight Peer-level Contributions
3. Provide Measurable Outcomes
4. Acknowledge Their Role and Responsibilities
5. Tie Their Work to Company Goals
6. Suggest Areas for Development

Thank you!

I've had to do more than a few, I think you covered all the bases.
Just be open and honest and only comment on what you know / have observed.
