I usually use a tool named UPDF Editor, which supports converting many formats to PDF and converting PDFs to other formats. Formats that UPDF supports to convert: Word, Excel, CSV, PowerPoint, Text, RTF, HTML, XML, PDF/A, GIF, PNG, JPEG, BMP. Users can also create PDFs from images, Visio, Word, PPT, and Excel. Glad you asked, we just launched Carbone and you can use it to generate PDF/PPTX/ODP documents.
The flow will be:
- fetch the video and take screenshots of specific moments.
- Then use Carbone to inject images into a PDF or slides.

Yes, now there are tools to convert video to ppt and save it in a convenient format, choosing the most important, making slides or something similar out of it. Our professor at the medical college often used this to convert long videos into a handy lecture.
