I don't have an exact figure to tell you, but based on my personal experience, whenever I invested in learning something new, I saw the real-world effects of that learning much soonr than anticipated, so I try to allocate as much quality time as I can.

When i as junior designer i set the target to invest in learning once a month. Either join workshop/course/conference. Coz, in this stage, i need more knowledge and people to help me growt. Right now, in every six month i need invest in course or coaching. The rest of my time is spent practicing and seeing the outcome of my investment.
Working in a start up is a never ending learning process and on top of that you need to upgrade your skills and knowledge quite often. Business conferences and start up competitions do help! Not sure about the exact figures tho
