How long before the launch is it ideal to build your Upcoming Page?

This might be asked earlier but I couldn't really find much info. If it's too far ahead, I fear people might forget what they signed up for. If it is soon, well there is not much time. If you have any positive experience regarding finding the sweet spot between upcoming page & launch, I'd love to hear your thoughts.
