It is best practice to wait till you have built a strong community that can support your launch.

Really depends on your goals for the product. If you want early adopters for feedback while in MVP or POC stage then you should launch soon. Anyways you can launch again later with upgrades!

I think it depends on what your goals are. If you're trying to grow the product while gathering feedback, then a quick launch makes sense.
