Not quite sure what the question means but usually the number of followers and engagement numbers are very good indicators.

Connect with people in the community, ask for their opinions and feedback, and look for those who are consistently offering their insights and solutions. Identify those who regularly share their knowledge and enthusiasm for the community.

Probably start with a checklist of who qualifies and who doesn't. Like Most logins in a week/day, engagement score, contributions, most loved by other members, etc.
