Finding a CTO

I'm curious how others have found a CTO / in-house developer for apps. We've been outsourcing (not ideal or cost effective) to get us through launch. We're more in an app maintenance position now than we are programming - so, more of a part time gig....16 or so hours per month on average. My preference would be to bring someone on for equity. Is there a site, forum, or similar I could look at - not interested in hiring an outside development company; we already have that and are interested in moving away from that model.
