Ebook Editors?

Question

I've finished my ebook draft in Notion that handles formatting and a lot of images that I've added well. However, the PDF export does not keep the formatting.

I've tried to copy and paste it over in Google Doc but haven't quite a lot of pain trying to do this easily.

Suggestions for good ebook editors?

I hear good things about Scrivener but there's also always Adobe InDesign.
