Does anyone remember click2surf programs?

Back in the good old early 2000's, there was a flood of click2surf programs that launched. You would basically submit your website to the member's database and then start clicking through other members's websites, typically earning a 2:1 ratio back. So every two websites you visited, you would earn one visit back. I've often thought about reviving this concept, do you think there could be a valuable win-win spin to this idea?
