I think it's a combination of both - you try to manage the deficit of one by making up through the other

I think there's definitely a factor of "DNA lottery", but I truly believe the most important thing for skill development is our environment as kids, and then the capacity to become a self-learner.
Specially nowadays, when information is so readily available. All people really need is the confidence in knowing they can learn any craft, with smart hard work.
But I do not think any naturally talented person gets anywhere without the effort.
