Are the top products the best products? Or are they made by the most popular people?

I often see great products, or at least products that looks great not getting a lot of upvotes and gets lost in the large crowd of submissions. It's difficult for me to see why one does better than others.
This makes me wonder if the top products are just products with the most crowd/friends/followers behind them. I'm also new to PH so this could be a silly or repeated question. My bad if it is.

How do you define the best products?
Also It's not a secret that the most top launches are coming with people ready to vote for them to push it up the ladder, so they can get more visibility which honestly is very stupid, but this is how this site works :)

@dot_michael I think there is no expectation for a product " well tested, no bugs while users doing expected things, no typos, a good UI that is also accessible. In general, a product that reeks quality and effort." Anything goes here, even concepts.
for the data - I don't know - sometimes there are new users, sometimes there are not, but I didn't dig in. You can monitor this yourself, but manually.

Thank you, is there any data that the people are ready to vote are active PH users or from an external following such as twitter and just come to PH once to make an account and vote?
