Are new mobile apps dead?

Mobile applications have a lot of work involved from getting them approved on app stores, to all the other aspects like Notifications, Payments, etc that have to be setup in a native way. Why choose building an app over a mobile web experience? When is it important to switch from a desktop experience to a mobile experience?
