Stuck with a list of detail product features/user interactions in a word document....Whats next?

What is the next step I need to take to get from idea to product? Do I need a ux map? How do I effectively summarize what is a complex web of features that will be keeping the user engaged? Can you provide an example? Is there a specific skillset I need to consider or outsource (i.e. ux)? Budget would be like $300 for freelancer. Thanks for your help.
