Right away. I put up a "Coming Soon" page and started collecting email addresses. It's one of the more important things.
And if you're a maker, never stop collecting email addresses. As you transition from one build to another, build your personal brand, and continue to collect email addresses - create a simple website just for you that thas your projects, how to follow you, etc. You will have built up an audience for your next project.

@billflitter the "Coming Soon" page is a great idea! We used it too and got some emails that helped us to build a user base. These first users might become your "brand lovers"
As soon as I was ready to commit to frequent, quality content.
