What would be a good tech stack for a "screen recording" project?

The idea is to create a tool that will record the user screen (or the events and then reproduce it on top of the original screen, as HotJar does) while they answer a couple of questions. Thinking about the future, it could also record the user camera and/or microphone. In your opinion what would be a great tech stack?
