I think everyone should contribute in some way, especially when the team is small. You don't have to have a sophisticated strategy, the most important is to have a plan and to stick to it.

Identify those in your niche, follow their content, reach out to them, build a relationship, check analytics, make your offer (prioritise long-term partnership instead of one-shot), repeat.
