Here's my two cents.
1. Usually, it piggybacks on the main products or paying customers, so you can treat it as an additional revenue stream. You can use it to grow your customer base, but the rewards have to be really good to make it work.
2. Focus on the rewards, throw some ideas to your user base, and hear their feedback. Try crazy and simple rewards.

Yes, I think so. It's a numbers game. Based on my past experience, if I send 100 emails, I tend to get a 10% response rate, and from that, 1% may potentially become a client. You can continue trying with the best copy you can create and explore different niches.

I've tried many big brand names like GoDaddy, etc. Usually, I go for the best customer support that fits my budget. Don't overthink about hosting - you can always upgrade once your traffic grows.
I use a local provider since it's cheaper and it's enough for me.
