definitely need a combination of both and arguably the combination is what constitutes "Building in public"
Some examples I've seen:
Braden Ream from Voiceflow does it well
Dave Gerthardt building his Exit Five community in public
Chris Walker built Refine Labs with a lot of thought leadership being posted in public

one of the best channels at one of the companies we worked for was definitely cold outbound. Getting first customers was all about founder led sales (LI dms and emails)
Where we started running into issues was attempting to scale beyond that. We followed a standard playbook with hiring a full team of BDRs and AEs only to have it fall flat.

talking to customers is everything. A great metric imo is focusing on how many customer conversations you are having.
Tools? For cold outreach emailing and Linkedin DM's asking for feedback are basic, but effective ways to start those conversations
