Firstly, It depends from business to business. The ventures which are people driven, I will give primary importance to social capital which will bring financial capital, but for ventures which are technology driven, innovation driven primary importance will be given to Financial capital which will then bring people to use or experience the products made in the venture.
Not a black and white situation, obviously both, and also, very contextual. Overly simplifying things, but a couple of examples:
For consumer tech products, social capital would be preferable.
For brick and mortar companies, financial capital would be preferable.
