In my opinion, Openai is much better, and during training, just yesterday I watched an article about how the developers are already thinking about its limitations, and especially because Openai can already create projects and think on its own. https://www.designbolts.com/2018/07/06/best-free-tri-fold-3-panel-brochure-mockup-psd-presentations/ It’s probably unlikely that someone will outdo it, I even saw how it itself creates 3D models of great quality

OpenAI and Azure depends on your specific needs. OpenAI is a research organization that develops AI models like GPT-3, while Azure is a cloud computing platform by Microsoft that offers various AI services, including the deployment of models like GPT-3.
I like OpenAI it's easy to use for me, I'm able to do just about anything I need to, Uve not tried Azure yet, so really this maybe not a fair review, but it probably wouldn't be anyway cause I'm an AI person.
Azure needs training, OpenAI is ready to use. But as last weekend showed us it's not safe choice
if you mean using Open AI on Azure or Open AI directly - i've chosen to use the version on Azure. It is slower to take on new features from the Open AI models but I have found it more stable in handling my traffic
