Is Product Hunt for tech people or Marketing people or both or something else?

Of course people come to PH to launch their tech product. But to have a successful launch you need some type of marketing strategy. So from your point of view who is the real customer of PH?

depend how mature are the marketing team to join this platform !

I assume there's an overlap since most marketing people who are on Product Hunt are (probably) in tech.
It's a bit of both - but you'll tend to find more tech orientated people here, with a decent portion of them trying to figure out how to market their launches
