I hate being on the receiving end of outbound marketing, but for some businesses there is not denying that it can be effective. Especially early on.

Depending on the business. Or, to be precise, on purchasing cycle length.
If you are selling something of low implementation cost (donuts or TV), I doubt SEO is the way to go.
Same goes for banking software. No one is gonna buy it based on FB ad.
