Depends on what your preferences are, how many contacts do you have, how often do you plan to send out newsletters, etc. If you have a contact list of around a thousand, I think you can find some tools with generous free plans. If you are anywhere around or above 5,000 contacts and intend to send emails once every two weeks, Sendgrid is the one with best value.
