How to reach HR people?

So far I have tried reaching out to HR personals via Facebook, LinkedIn, and Slack communities. Is there any other way?

Nobody likes making cold calls but if you have a strong value proposition you might get through. If you can get their email address, I've found moderate success with a well worded email.

Linkedin works well. I'm using Phantombuster to monitor Linkedin job offers on specific industries and automatically send contact requests. I can help you do the setup if you are intersted. Are you targeting a specific geography? Scraping job offer websites might work well.
As others have said I'd start with LinkedIn but also the HR Profession websites like CIPD
