App to convert images to editable PS files?

Hi makers! What do you think, is there application is available? App/Software, that convert image or scan to the fully editable AI or PS file? I've been looking for a few days, but I found nothing.. :S

Very hard problem to solve, because there are unlimited levels of detail you might wanna go to. Also, image to text would need font recognition which very unreliable. There are a few tools like https://www.vectorizer.io, but you might be better off using the Trace action in Illustrator and play around with the settings.
